There's a floor as well as a ceiling — under 2 inches the base sits too loose, which is why the flute's coin-sized base misses on the narrow end, not the wide one. The handled mug is the honest exception at any size: the base fits, but the handle lands where a fin needs to grip.

OMG!!!!! Does it actually work on a blanket over grass?
That's the whole reason it's shaped this way. A blanket is a fabric skin over lumpy, uneven turf, and a narrow base finds the lump and leans. The wide, low footprint bridges the lumps instead of balancing on one, and the fins keep the drink from rattling loose when the fabric shifts. Push it off level and it settles back.
What about a sloped lawn — hillside picnics, concert lawns?
